They CAN, but that doesn't mean they WILL. They've already waived all late fees for something like a 2-week period. However, if things remain shut down for another two weeks, I am going to be Very Unhappy and so will many other people. My stockpiling was good, but it's still based on the notion that this weather pattern will at some point EASE UP.
