Because it's a class, and they do set things, and they don't change it for one baby - given the divergent personalities of babies, nothing would get done if they did. It's just a bad thing all around that one of the earliest items in the order upsets him lots. And I understand why they want to get him on his back - for safety learning - because a back float is easy-peasy once you're willing to be on your back in the water. Unfortunately, by the time we learned he wouldn't tolerate it, he'd generalized his dislike to the whole class approach, and even simply holding him upright while everyone else was on their backs made him upset.
