I have here, along with our water bill, a notice that the city will be doing hydrant flushing from January thru May, that the route is carefully planned, and that one should not do laundry or dishes, or run tap water any more than necessary, during the time the hydrants in one's neighborhood are being flushed.

However, despite the fact the route is carefully planned, they do not tell us when our area will be receiving this treatment. There is therefore no way to prepare for it, unless they intend to warn you closer to the date, and since it says "if you see crews flushing hydrants in your neighborhood", they may not intend to.

On the other hand, one can assume this would be done during normal business hours, in which case, I have no concerns as I won't be home then, let alone doing laundry. It's still silly. (If the schedules may change, they could put it on their web site, for goodness sake. Or just state that announcements will be sent/posted/whatever one week prior. Or whatever.)
